SB-4000 Water Repelling Invisible Sealer is a water based, penetrating, low VOC sealer that provides an invisible, durable barrier against liquid absorption on retaining walls, concrete and pavers. The finish has a natural look that does not affect the appearance of the substrate.
Preparation:
To determine the suitability of this product for a specific surface, test on a small, inconspicuous area first. Sweep and remove all soil and other debris from the surface. Clean any stains or efflorescence using Surebond SB-442 General Stain Remover or SB-488 Efflorescence & Rust Remover, respectively. Make sure all surfaces are dry. Stir before using.
Application Information:
For best results, apply SB-4000 Water Repelling Invisible Sealer at full strength (never dilute) using a low-pressure spray, roller, sponge or paint pad. Make sure that the surface is completely covered. On new or porous surfaces a second coat may be desired. It is recommended that this second coat be applied at right angles to the first application. Use liberally (but do not allow to puddle) and remove excess immediately. Allow ample time for the first coat to dry before the second application. Tools, applicators and hands can be cleaned with soap and water. Avoid contact with glass (see limitations).

Water based is good for this. The SB-4000 is an excellent sealer that does contain a combination of silanes/siloxanes and will perform well in your environment.
WHICH PRODUCTS WOULD BE BEST ON OLDER CONCRETE IN THE HIGH COUNTRY OF COLORADO, I.E. BELOW ZERO FREEZING FOR 4-5 MONTHS A YEAR, SNOW, RAIN ETC. INTERNET SAYS THAT “Penetrating sealers (includes silanes, siloxanes, silicates, and siliconates)” WOULD BE BEST. SHOULD I USE WATER OR SOLVENT BASED?
